Abstract

"Quo vadis" The Statistical System? A statistical system is a key element in the formulation of a country's economic and social policy. The starting point of such a system should be an integrated social accounting, because this would guarantee the conceptual coherence, the compatibility of classifications and would permit the identification gaps and errors in the basic data. There is a need for a Central Statistical Office, which should have a ten-year institutional program. This program should define priorities, and research, both regular and special projects, must be part of a coherent, overall plan. International experience not recommend a decentralized system, such as sectorial statistics of individual ministries or by regional offices. However, centralization does not exclude cooperation with other institutions.
