Abstract

The article describes the National Basic Education Evaluation System (SAEB) for regarding its objectives and characteristics, and reports on a study carried out to identify the factors associated with school performance and with the efficiency of the educational system. Multilevel regression models were applied to the data from the SAEB-99, with special emphasis on the analysis of the fourth grade of elementary school. The two-level hierarchical structure was considered, with students being Unit Level 1 and schools being Unit Level 2 . The response variable is the students’ proficiency in the five subjects tested: mathematics, Portuguese, science, geography, and history. Models were adjusted for the five major geographical regions in Brazil – North (NO), Northeast (NE), Southeast (SE), South (SO), and Central-West (CO). The article also presents partial results of the study in regard to the profile of students and schools.
