Abstract

This article consists of a discussion on public policies for and with youth. Following a brief history of approaches for policies addressed to young people in Latin America, especially in Brazil, a number of complicating factors are discussed regarding the drawing up and monitoring of such policies, including the conceptual model of youth, the living conditions of the country’s young people, the social, political, economical and cultural macro-scenario, the conventional formatting of public policies, and the formatting of public policies addressed to young people. The article concludes by proposing measures which consider youth in their various aspects. Such proposals were drawn up by young people themselves, in various places in Brazil, in the scope of research, seminars and encounters sponsored by Unesco and partners.
